LEGISLATIVE PROCEDURES

The following are all proposals regarding the actual operation of the Council on Legislation:

297) To provide for the Council on Legislation to meet every six years
 
There are 318 proposed pieces of legislation for us to consider only three years after the last COL - if we wait for more years, there could be a thousand!  

 

298) To provide for the Council on Legislation to meet every five years

300) To request the RI Board to consider proposing legislation to the next Council on Legislation to provide for the Council on Legislation to meet every four years
 
 
301) To revise the procedure for selecting council representatives Mandates that COL members be selected through the same or similar process as choosing the DGN.  

302) To request the RI Board to consider proposing legislation to the next Council on Legislation that would revise the Council process
 
This proposal from the Netherlands would require each District and Zone to have a COL committee to review and approve legislative proposal from member clubs.  These additional layers of review would cut down on the number of proposals that the full COL would have to consider, but it would also make it more difficult to propose legislation.  
303) To amend the provisions for additional dues
 
This proposal with regard to the $1 assessment for COL would have no effect if the COL stays on a three year cycle.  

304) To revise the timetable for submitting proposed legislation for the Council on Legislation This RI Board proposal, changes the deadlines for submission of legislation for subsequent COLs  

305) To restrict legislation to enactments - there are two types of proposals - legislation that amends the constitution and by laws, and resolutions that do not. This proposal would limit the proposals considered by future COLs to legislation only.
 
Another attempt to streamline the process.  
306) To provide that enactments should focus on RI's strategic goals
 
This proposal from France puts language into the by-laws that in some ways limits legislation goals.  

307) To request the RI Board to consider revising the format of resolutions
 
Language change only - almost no impact.  

308) To encourage a maximum of five legislative items per district
 
While there are some truly asinine proposals here, I don't think limiting each District to five is a way to cut down on that number.  
309) To request the RI Board to consider proposing legislation to the next Council on Legislation imposing a maximum of five legislative items per district
 
 
310) To eliminate the distinction between defective and deficient legislation and clarify other provisions relating to proposed legislation
 
RI Board proposal to combine the definitions of defective and deficient legislation since they are both treated the same.  
311) To amend the definition of defective legislation to include resolutions that require or request an administrative act
 
RI Board proposal to eliminated resolutions that require or request the Board to take an action that is currently its prerogative.  
312) To request the RI Board to consider proposing legislation to the next Council on Legislation amending the provisions for voting at the Council - This proposal from India would grant additional voting power to large districts. 
 
I don't like the idea of having some representatives with multiple votes on matters, while others have only one.

316) To request the RI Board to consider requiring that enactments be reproduced exactly as adopted by the Council on Legislation The committee on Constitution and By-Laws is charged with final approval of all legislation - they sometimes have to reconcile mutually exclusive or similar bills all of which have passed.
