  1. RI President

    227) To amend the qualifications for the office of RI president - a candidate for RI President must have already served as RI Director.  This proposal would require a 5 year waiting period between the conclusion of the term as Director and being nominated.
     
    I'm going to listen to the debate on this one.  At this point, however, I'm not convinced that a waiting period serves any purpose. (none to date)

     
    228) To amend the rules for selecting the RI president-nominee - strengthens the rules prohibiting campaigning.
     
     
    a candidate for RI President was disqualified for campaigning.  This proposal strengthens those prohibitions. (none to date)

    229) To amend the procedure for additional nominations by clubs for the office of RI president - would allow ballot-by-mail in submitting challenging candidates for RI President.
     
     
    I'm not sure why ballot-by-mail has not been allowed already. (none to date)
    230) To amend the rules for selecting the RI president-nominee - requires RI to publish the names of the nominating committee and the candidates prior to the selection meeting.

     

    Currently all names are confidential.  I'm in favor of open government. (none to date)
    231) To increase the number of members on the nominating committee for RI president - currently, 17 members are selected from even numbered zones in even years and odd numbered zones in odd years.  This would allow a member from each zone every year.
     
    Having all zones represented is good.  On the other hand, doubling the size of the committee may make it more difficult to function - I'm going to listen carefully to the debate on this one. (none to date)

     

    232) To allow qualified past governors to serve on the nominating committee for RI president - only past directors currently serve.

    The current term of one year is tough enough.  However, I can see that a person might be more effective in a second year. (none to date)



  2. RI Directors

    235) To revise the qualifications for membership on the nominating committee for director - removes the requirement that a committee member PDG has attended a convention and two zone institutes since being governor but rather in the past three years.  Removes the requirement of being a PDG for three years.
     
    I think there is a benefit in being a PDG for a while and learning how the zone works. I'm not in favor of this. (none to date)
     
    236) To revise the qualifications for membership on the nominating committee for director - removes the requirement that a PDG has attended a convention and two zone institutes since being governor to qualify for membership on the zone nominating committee.

    This deals with the nominating procedures in a sectioned zone.  We are not a sectioned zone, so I'll listen to the debate on this one. (none to date)
    238) To request the RI Board to consider requiring directors to visit each district in the director's zone
    To many people look at the zone director as a kind of DG of a very big district (zone).  That is not the case.  I am very much opposed to this proposal. (none to date)


  3. District Governors

    239) To revise the qualifications for governor-nominee - would eliminate the requirement that a nominee be from a club that has no overdue liability to RI or the District. 
     
    The DG has to enforce the rules.  I can't see nominating someone from a club that doesn't respect the rules. (none to date)
     
    240) To change the date by which the district must select the governor-nominee - extends the nominating period by six months.

    241) To amend the provisions regarding the selection of a governor-nominee - this a complicated amendment to the nominating procedures.

    Regards challenging candidates.  We've never had one.  But this proposal would limit those who could challenge.  At this point, I'm not in favor of that. (none to date)
    247) To amend the provisions for challenging candidates for governor-nominee - currently, a challenging candidate must be proposed to the nominating committee, and my challenge if unsuccessful with the committee.  This proposal would eliminate that.

    If the candidate is too lazy to be presented to the committee, why should we consider his/her candidacy later? (none to date)
    248) To amend the provisions regarding concurrences to challenges

    These would require ten clubs to petition for a challenging candidate rather than 5.

    Proposes that there be an alternate candidate pre chosen if the candidate can't serve. (none to date)
    255) To provide that balloting committees for the office of governor retain all ballots for 30 days

    256) To amend the duties of the governor to require regular inquiries of Rotarian organizations - would amend the Governor's duties to include investigating Rotarian activities in the district originating from other districts.

    257) To eliminate the requirement that governors report to clubs all funds received from RI
     
    In our district, the funds received are deposited into the District general fund anyway. (none to date)

    I don't think the assignments are handed out unfairly.  I'd rather not make things more complicated. (none to date)

    This proposal makes the GS the chief executive officer of RI.  Currently the RI President is the CEO.  I'm opposed. (none to date)

    264) To request the RI Board to consider making the terms vice-governor and assistant governor interchangeable

    270) To request the RI Board to consider proposing legislation to the next Council on Legislation reinstating the annual expression of appreciation to the office of the president - in prior years, the RI President, Pres-elect and nominee received a stipend from RI.  The practice was discontinued after 2002.  This would reinstate the payment.
     
    Considering all the time and effort given by these Rotarians, I believe the stipend is appropriate. (none to date)
