  1. The Rotary Foundation in general:

    116) To endorse the mission, motto, and priorities of the Future Vision Plan for The Rotary Foundation
    Formal adoption of the "Future Vision Plan" for the Rotary Foundation  


  2. District Designated Funds:

    117) To request the Trustees to consider allowing districts to use 40% of their District Designated Funds for District Simplified Grants - Increases from 20% to 40% the maximum per cent of DDF allocated to Simplified Grants.

    118) To request the Trustees to consider allowing districts to access up to 30% of their District Designated Funds to be used for District Simplified Grants - same as above, but 30% instead of 40%

     
    119) To request the Trustees to consider granting governors the authority to provide financial assistance from District Designated Funds to clubs This is a sort of end-around DSG, requiring only the approval of the DG.  I don't see that we need to by-pass the approval process.  


  3. Matching Grants:

    120) To request the Trustees to consider reducing the minimum amount for Matching Grants to US$2,500
     
    The whole idea of putting the minimum of $5,000 and allowing DSG for lower amounts was to reduce TRF admin costs.  This would reverse that.  

    121) To request the Trustees to consider authorizing the construction of buildings using Matching Grants
     
    TRF currently prohibits using Matching Grants for buildings.  If we allow this, TRF staff would be required to have construction expertise in order to oversee the grants. Ed Rowan
    122) To request the Trustees to consider amending how Matching Grant applications are reviewed. - This proposal would give priority to contributing clubs over non-contributors in approving grant applications.

    123) To request the RI Board to consider implementing partnerships between districts for Matching Grants projects.  This proposal would require TRF to bring in multiple districts for grants in excess of $20k

    Having more than one district managing a grant increases the complexity and cost for TRF.  
    124) To request the Trustees to consider reviewing the expenses and procedures related audits and review of individual grants and projects.  This proposal would authorize Rotarians from outside the district to audit/review grant programs. The proposal might lower audit/review standards, but might also reduce the costs related to such reviews.  Let me know what you think.  


  4. Group Study Exchange:

    125) To request the Trustees to consider raising the Group Study Exchange age limit to 50
     
    All three proposals are from US clubs. Raising the maximum age from the current 40 would make it easier to recruit GSE team members.  Ed Rowan

     

    126) To request the Trustees to consider raising the Group Study Exchange age limit to 45

     
    127) To request the Trustees to consider broadening the Group Study Exchange qualifications - would raise the maximum age to 50
    128) To request the Trustees to consider allowing students to participate in Group Study Exchange - currently, participants must be in a profession.
     
    Most students of age 25 or more will soon be in a profession. Ed Rowan
    129) To request the Trustees to consider enlarging the Group Study Exchange selection committee - Would add the Governor nominee and the District Foundation Chair as members of the GSE committee.

    This seems like a good idea. Ed Rowan
    130) To request the Trustees to consider establishing a Group Study Exchange Partner Request section under "Group Study Exchange" on the RI website - Would add an on-line community for DGE's to link up for GSE exchanges.  RI claims implementing would cost it $25,000. Despite the implementation cost, I think this is an excellent idea.  

     

  5. Scholarships:

    131) To request the Trustees to consider including in Rotary Foundation programs an Ambassadorial Scholarship for Knowledge Without Borders
     
    I don't know enough about this "Knowledge without borders" program to form an opinion yet.  
    132) To request the Trustees to consider reducing the amount of time that scholarship applications are processed

    I have been Ambassadorial chair in my club three times.  I've also seen the process as DG.  I think the speed at which applications are processed is reasonable.  
    133) To request the Trustees to consider making Rotarians and their relatives eligible for the Rotary World Peace Scholarship I have no philosophical objection to allowing Rotarians to participate.  I wonder, however, if this would be allowed by the IRS.  


  6. Other proposals:

    134) To request the Trustees to consider increasing the amount of project information posted on the Rotary website
     
    I'll listen to the debate on this one.  

    135) To request the Trustees to consider giving clubs credits for contributions made to the Annual Programs Fund.  This proposal would essentially move the DDF program from the District level to the Club level.
     
    This proposal is from Brazil. The administrative burden would be enormous. If they don't like the way the DG does it then elect someone else the next time. I'm getting the impression that the DGs in Brazil are not well liked.  
    136) To provide that the RI Board select Trustees from nominations submitted by directors - currently Trustees are appointed by the RI President.
     
    Are there Trustees we don't like?  I don't know why we are proposing this one.  
    137) To request the Trustees to consider itemizing fund development expenses in annual reports - wants more detail in the annual report of fund raising activities.

     
    Why not?  
    138) To request the Trustees to consider revising the investment strategies of The Rotary Foundation.  The proposal, from Germany, requests that TRF shift to less risky investments.
     
    Less risk also means less return.  I believe that the fund is professionally managed, and the risk is reduced through diversity.  I don't see a need to sell equities and invest in debt securities.
