RI FINANCES AND PER CAPITA DUES

  1. Proposals to Change the Formula for Calculating RI Dues:

    271) To request the RI Board to consider researching a different formula for RI per capita dues - currently RI dues are in US$.  This proposal requests that the Board research ways of setting dues in various international currencies.
     
    The administrative burden, and the impossibility of budgeting make this very impractical.  While many Rotary clubs exist in third-world nations, the member Rotarians are the most privileged group.  I'm also worried that differing dues could result in differing perceptions of Rotarians and Clubs from various nations.  

     

    272) To request the RI Board to consider researching a different formula for RI per capita dues - essentially the same proposal as 271.  
    273) To request the RI Board to consider establishing per capita dues that reflect differing socio-economic regions or countries - similar to 271 and 272.
     
     
    274) To request the RI Board to consider proposing legislation to the next Council on Legislation establishing per capita dues that reflect the gross national product - similar to 271-273 above.
     
     
    275) To request the RI Board to consider proposing legislation to the next Council on Legislation to revise per capita dues based on actual expenditures - This proposal from India seeks to split dues such that a portion is calculated and paid in US$ and a portion is in local currency.

    276) To request the RI Board to consider proposing legislation to the next Council on Legislation reducing the payment of dues by new clubs for the first five years under certain circumstances
     
    I could support this, but I still worry about what happens when full dues come into effect in year five?  

    277) To request the RI Board to consider proposing legislation to the next Council on Legislation establishing dues in local currency

    278) To request the RI Board to consider replacing the phrase "Rotary Dollar" with "Rotary Monetary Unit"

     
    This is a proposal on changing terminology only.  So if it makes them happy, why not?  

    279) To exempt from per capita dues new members who are younger than 35 years of age I'm uneasy with this, but if it has a lot of support at the council, I won't object. Ed Rowan

    280) To exempt from per capita and prorated dues new members under the age of 35 who are former Rotaractors or Foundation scholarship participants

    281) To amend the provisions regarding the admission fee for new clubs

    This is another exemption for members under 35 Ed Rowan
    282) To request the RI Board to consider proposing legislation to the next Council on Legislation reducing per capita dues for Rotarians of age 65 and above I'd consider something like this if needed, but this particular proposal is poorly drafted.  There is no requirement that the age 65 Rotarian has been a Rotarian for any period of time.   2. Proposals regarding the Rate of Dues and use of Funds collected:

    283) To increase per capita dues - proposal by the RI Board to increase dues from the current $23.50 each half year to $25 each half year - phased in over several years.  Small clubs are required to pay for a minimum of ten members.
     
    This is based on the five year forecasts published by the General Secretary of RI. Ed Rowan

    284) To increase the minimum semiannual dues paid by each club - would increase minimum dues to fifteen members.
     
    My own club is at twenty members so this is not far from us.  I believe, however, that clubs should have a minimum obligation and I don't object to 15. Ed Rowan

     
    285) To request the RI Board to consider proposing legislation to the next Council on Legislation requiring clubs to pay dues for a minimum of 15 members

    286) To decrease per capita dues - this bill would put RI dues at $21.50 until at least the next COL.
     
    This level of dues will not meet RI obligations now, let alone three years from now.  
    287) To provide that prorated per capita dues be paid at a rate of one-twelfth of RI per capita dues per month - prorates dues for new members.
     
    This seems very fair.  
    288) To request the RI Board to consider disclosing the administrative activities between RI and The Rotary Foundation - In 2004-05, TRF paid RI $15.1 million for administrative services.  This bill requests a more full accounting of the services provided.
     
    TRF doesn't have it's own staff, it utilizes that of RI.  The payment seems reasonable under the circumstances.  I don't see that we really need more details.  

    289) To request the RI Board to consider proposing legislation to the next Council on Legislation authorizing districts to collect RI dues
     
    In this proposal from Canada, clubs would pay both District and RI dues to the District and the District would then remit to RI.  Someone thinks this is a good idea, but I don't know why.  

    290) To revise the level of the general surplus fund -  The RI Board has proposed reducing the surplus (emergency) fund from 100% of expected budget to 85%.
     
    This seems reasonable to me.  
    291) To authorize the RI Board to suspend a club that fails to pay its financial obligation to RI or the district fund
     
    This adds an intermediate step of suspension prior to termination of clubs that don't pay their dues.  

    292) To increase the RIBI contribution to the unrestricted net assets of RI
     
    Board proposal on relations with RIBI.  

    293) To clarify the presentation of the five-year forecast at zone institutes
     
    Allows someone other that the director to present the forecast.  
    294) To request the RI Board to consider examining RI's expenditures through an independent auditor

    295) To request the RI Board to consider appointing a cost reduction team
     
    I'd be surprised if someone at RI isn't doing this already.
