DISTRICTS

  1. District by-laws, size, Governor's visits, other matters:

    144) To request the RI Board to consider preparing standard district bylaws
     
    This would certainly curtail District autonomy.  I think Districts need to be somewhat independent as they are now.  

    145) To request the RI Board to consider proposing legislation to the next Council on Legislation requiring that each district have no more than 85 clubs and 1,800 Rotarians
     
    Our district already exceeds the 1,800 limit. I think the DGs and RI Board are better equipped to make these decisions.  

    146) To request the RI Board to consider proposing legislation to the next Council on Legislation requiring that each district have a minimum of 50 clubs and 1,000 Rotarians

    147) To provide that governors shall conduct official visits no less than every other year - currently the Governor makes an official visit every year.  This would decrease official visits. With the allowance of multi-club visits, the burden on the DG is less than it used to be.  I don't think we need to loosen it further.  
    148) To request the RI Board to consider proposing legislation to the next Council on Legislation to provide for the termination of past governors who have committed misdeeds or violated responsibilities as governor
     
    This proposal from Mexico results from a DG who misappropriated District funds.  I believe the courts and not the Rotary MOP are the proper place to address these matters.  
    149) To request the RI Board to consider establishing guidelines that would facilitate the promotion of new district leaders This is another micro-management proposal.  In this case, a district in Argentina wants to create a requirement of the DG to appoint younger less experienced Rotarians to leadership roles.

    150) To remove the requirement that a district conference shall not conflict with the district assembly
     
    Some Districts, for practical reasons, hold both events together.  I don't see any problem with this proposal.  

    151) To request the RI Board to consider assisting the president with the task of selecting presidential representatives
     
    This would take the appointment of conference representatives from the RI President to the Zone Director.  I don't see the good in this and I believe it will result in fewer representative from outside the zone.  

    152) To request the RI Board to consider amending the policy of sending a president's representative to each district conference
     
    This proposal, from Wales, would make conference reps optional and remove the requirement that RI pay the rep's expenses.  
    153) To request the RI Board to consider providing more opportunities for past governors to act as the president's representative at district conferences
     
    Proposal from India would require that each District would have one outgoing rep every other year.  Micro management lives!  
    154) To provide that all matters for consideration at a district conference be submitted 30 days prior to the conference
     
    This adds additional administrative duties to the DG.  I don't like it. Ed Rowan

    155) To amend district conference voting procedures - Allows any elector at a conference to call for a vote by ballot.  Currently it requires 10 electors to do so.
     
    This would allow one disgruntled elector to tie the conference in knots.  
    156) To amend polling procedures during a district conference vote - an elector can request a poll in any conference vote.  This proposal adds the requirement that the elector be "dissatisfied" with the original vote.

    Other than his/her statement, how do you know the elector is dissatified?  
    157) To request the RI Board to consider transmitting presidents-elect training materials electronically - This shifts printing costs from RI to Districts, but then offers an equal credit back to the District.

     

    It's financially neutral, so why not let RI continue doing the printing?  



  3. District Finances:

    158) To revise district financial reporting requirements - allows Districts to substitute a review by the District audit committee for a review by an outside accountant. This makes sense to me, especially with regard to the cost of an outside review. Ed Rowan
    159) To limit the per capita levy for a District Fund - This would limit the annual District dues to the amount of the RI subsidy to the DG.
     
    The RI subsidy to the DG represents about 5% of the overall budget in this District.  This proposal would be a disaster for 6930.  
    160) To allow approval of the per capita levy for a District Fund at a presidents-elect training seminar - currently only the District conference or District Assembly can approve the per capita levy.
     
    This is a good idea.  It gives more flexibility to the DGE and the finance committee.  
    161) To amend provisions regarding district finances
     
    This proposal from India would take considerable authority away from the DG and give it to the finance committee.  This is an attempt to oversee a District by the PDGs.  I didn't like that when I was Governor and I don't like it now.
