    28) To provide that new clubs should only be formed in areas containing a minimum of 40 available classifications

We have clubs in our own district that flourish in areas with less than 40 classifications.

    29) To include the Four Avenues of Service in the Standard Rotary Club Constitution

    Why not?

    30) To consult with the governor when amending the name and locality of the club

The RI summary to the left is misleading.  This actually accomplishes nothing.
    31) To revise the provisions regarding amending the name and locality of a club. Reduces from two-thirds to simple majority, the number of members needed to change the Club's name.

Changing the name of the Club should not be done lightly.  I favor keeping the two-thirds majority rule.
    32) To revise the provisions regarding amending the name and locality of a club.  This is offered by the same club in Italy as #31 above, and I can't find any substantive difference.

    see above

    33) To request the RI Board to consider proposing legislation to the next Council on Legislation to allow clubs to develop their own constitutions

I don't like chaos!  This is an attempt to dump the standard constitution to facilitate more e-clubs.

    34) To request the RI Board to consider proposing legislation to the next Council on Legislation that would amend the Standard Rotary Club Constitution by transferring certain provisions to the Recommended Rotary Club Bylaws

    see above.
    35) To authorize the RI Board to terminate a club with fewer than 10 members

Currently the District Governor has this authority.  I believe the DG has the local knowledge necessary to make a good decision.

    36) To request the RI Board to consider discontinuing e-clubs

Hurray! Hurray! Hurray!  All of the e-clubs combined have 348 members.  It is time to put an end to this experiment.

    37) To authorize the RI Board to suspend or terminate a club that fails to investigate an allegation that a member violated youth protection laws

    Good. Ed Rowan
    38) To request the RI Board to consider revising references to the club assembly

The MOP currently refers to club assembly in two different sections with two different definitions.  It needs to be cleaned up.

    39) To request the RI Board to consider encouraging clubs to welcome Rotary Foundation alumni as guests at club meetings

Would give Foundation Alumni the same privileges as visiting Rotarians.

    40) To request the RI Board to consider putting stones on tags to indicate length of membership

Clubs should be free to make their own decisions on these matters.

    41) To amend the provisions for visiting Rotarians - Currently Rotarians have the right to make-up at any other club. This would prevent a terminated Rotarian from making up at his or her former club if the Rotarian was terminated for cause.

I'd like some feedback on this one.
    42) To exempt recent Rotaractors from paying an admission fee - This exempts a former Rotaractor who is becoming a Rotarian from paying the initiation fee.

This is a good suggestion, but should be left to local club decision.
    43) To request the RI Board to consider allowing clubs to incorporate with other clubs - This proposal, from France, would allow a Rotary Club to form a corporation with an outside organization for the purpose of a joint project. I don't know.  What do you think?

    44) To clarify the terms of the president-nominee and president-elect.  This deals with the point in time that the nominee becomes the elect.

I really don't see why this is important to anyone, but I could be wrong.  Please let me know what you think.

    45) To clarify the terms of the president-nominee and president-elect

    same as above

    46) To provide that the president shall continue to serve until a successor who has attended the presidents-elect training seminar and district assembly has been elected

Puts some teeth into the requirement of PE's to attend PETS.
    47) To allow presidents-elect to serve their terms of office without attending the presidents-elect training seminar and district assembly

Exactly the opposite of 46 above.

    48) To request the RI Board to consider encouraging presidents-nominee to attend the presidents-elect training seminar

They want nominees to attend PETS one year early and then the following year as well.  The logistical problems of having twice as many people make this proposal not practical.

    49) To request the RI Board to consider proposing legislation to the next Council on Legislation requiring club secretaries who serve three or more consecutive terms to attend the presidents-elect training seminar

This could be handled at District Assembly (Rotary U) just as well.
    50) To provide for a new club officer: club relations chairperson

Clubs can have a public relations chair now.  All this does is make such person automatically a member of the club's board.  This is micro-managing the clubs on a large scale.
