This is a prohibition that has work well for 101 years. It clearly separates us from business networking clubs.  

202) To request the RI Board to consider revising and reducing regulations, manuals, and publications
 
This requests the Board to review the cost/benefit of various RI publications.  Not a bad idea. Ed Rowan
203) To request the RI Board to consider clarifying ambiguous vocabulary in the RI Constitution, the RI Bylaws, and the Rotary Code of Policies
 
I assume that the ambiguous language occurs when these documents are translated.  
204) To request the RI Board to consider establishing a decimal system for publications
 
I haven't seen the need for this, but perhaps others have.  Please let me know.  

205) To request the RI Board to consider identifying RI programs and activities in each language recognized by RI
 
They want to develop names like RYLA or PETS based on words in their own language, rather than using the English equivalent.  Why not?  
206) To request the RI Board to consider encouraging  all Rotarians to learn another language in order to promote RI's internationality and to facilitate international meetings
 
It looks good on the surface, but this proposal by a French district really wants all meetings conducted in English and French both.

This has no effect on us.  I will listen to the debate.  
208) To provide a travel reimbursement policy within the RI Bylaws
 

 
This has to do with the travel allowance of RI officers.  I'll listen to the debate on this.  
209) To request the RI Board to consider requiring that all clubs and Rotarians with voting rights at district, national or international meetings prove their good standing
 
Doesn't change the rules, just increases the paper-work.  
210) To request the RI Board to consider requiring that the personal representatives of the president be fluent in the language of the place to which they are assigned
 
 
The rep at my district conference could barely speak English.  I agree with this proposal.  
211) To request the RI Board to consider establishing a policy for the selection of the personal representatives of the president
 
Essentially, the proposer of this legislation is annoyed that the same people keep getting the assignments.  It prohibits anyone from being chosen more than once.  
212) To request the RI Board to consider recommending that presidents' jackets be dark colors
