193) To request the RI Board to consider having governors evaluate club materials for the proper use of Rotary Marks
 
As the Governor is the only officer of RI in the District, protecting RI logos is already a duty even if not so stated.  

194) To provide a licensing policy in the RI Bylaws
 
This policy would decrease RI licensing revenues and require a corresponding increase in dues.  It also would take control of licensing away from the Board of Directors. All around bad idea!  

195) To allow clubs and districts to use Rotary Marks for fundraising activities without obtaining a license
 
In the event that clubs or Districts sell RI logo'd merchandise, there should be a license fee - the current system works fine.  
196) To request the RI Board to consider allowing clubs to use certain Rotary Marks without payment of royalties when raising funds for The Rotary Foundation
 
The difference here is that all proceeds go to the Rotary Foundation.  I agree with this proposal.    
197) To request the RI Board to consider permitting the use of the Rotary Mark without the payment of license fees when raising funds for The Rotary Foundation
 
 
 
198) To request the RI Board to consider allocating all revenues received from the use of Rotary Marks to the Annual Programs Fund of The Rotary Foundation
 
This sounds good on the surface.  $1.3 million would go to the Foundation.  That revenue would have to be recouped in the RI budget through dues increases.  Not a good idea at all.  
199) To request the RI Board to consider permitting the use of the Rotary Mark on alcohol and products containing alcohol
This would increase revenue to RI.  However, I am not convinced at this point that selling booze with the RI logo on it is a good idea.  
200) To request the RI Board to consider licensing alcoholic beverages
