162) To request the RI Board to consider publishing RI Board actions

Rotarians need to know what the Board is doing.  

163) To request the RI Board to consider proposing legislation to the next Council on Legislation to provide that the Board discuss matters related to the operation of districts and clubs at the Council
 
The board needs to be able to govern RI without always going before the COL.  The COL can always overrule anything it doesn't like.  

164) To revise the appointment process for RI committees - would require board approval of RI Presidential appointments to boards and committees
 
This was proposed by the RI Board.  Nonetheless, I'm not thrilled with the idea of adding additional layers of procedures.  
165) To provide that the RI treasurer and another member of the RI Board serve as members of the RI Finance Committee
 
Another proposal from the RI Board.  In this case, I believe that the Treasurer and a member of the Board should be part of the Finance Committee.  
166) To add the most recent past member of the Constitution and Bylaws Committee as a fourth member of the Committee during the year of the Council
 
The Constitution and Bylaws committee is essentially the RI Court.  Expanding the committee by one in COL years is reasonable given the additional work load.  
167) To create an Audit Committee and amend the terms of reference for the Audit and Operations Review Committee
 
This is an audit committee in the true Wall Street sense.  RI should have an audit committee.  
168) To provide for a standing committee of RI for population concerns
 
I don't disagree with the need for RI to be concerned with population.  Nonetheless, there needs not to be a constitutional committee - not even polio plus has such a committee.  
169) To request the RI Board to consider creating a committee to study the issue of reducing poverty
 
Similar to 168 above, except that this requests that the Board appoint a Committee.  Procedurally, this is much more reasonable.  
170) To amend the second part of the Object of Rotary to provide for high ethical standards in Rotary activities and to provide for a standing committee of RI for ethics
 
Unfortunately, an ethics committee may be necessary.  But we don't need both an ethics committee and a task force on ethics.  I prefer the later - see 171 below  
171) To request the RI Board to consider encouraging high ethical standards and establishing an Ethics Task Force
